Director, Site Services

The Director, Site Services is responsible for the overall site services functions of a Transport Canada–approved airport in rural Manitoba. This leadership role oversees the day-to-day management, compliance, maintenance, and logistical support required to ensure the airport operates efficiently and meets all applicable Transport Canada and other regulatory requirements. A key focus will be preparing the airport facilities and services to support the Future Aircrew Training (FAcT) programs airport operations including infrastructure planning, airfield operations readiness, and integration of training support requirements. The position requires strong strategic planning, leadership, and stakeholder management skills, as well as deep knowledge of airport operations and aviation. As the Director, Site Services, you will:

  • Oversee and manage daily airfield operations.
  • Ensure the site, facilities, and services comply with Canadian Aviation Regulations and Transport Canada requirements.
  • Coordinate with air traffic services, flight training operators, and ground handling services to maintain efficient operations.
  • Lead, mentor, and develop the Site Services team, including operations staff, and contractors.
  • Lead the development and implementation of operational plans, policies, and standard operating procedures.
  • Prepare and deliver regular operational reports and presentations, providing strategic updates, performance metrics, risk assessments, and recommendations to support informed decision-making.
  • Ensure all site service operations comply with applicable health, safety, and environmental regulations, maintaining a safe workplace for staff, contractors, and stakeholders.
  • Monitor and enforce compliance with contractual obligations, safety standards, and regulatory requirements.
  • Assist in the development and implementation of policies, training, and audits to promote a culture of safety and regulatory accountability across all site service functions.
  • Develop strategies to integrate FAcT requirements and services into existing operations without compromising safety or service levels.
  • Collaborate with FAcT program stakeholders to ensure facilities, equipment, and staffing meet training program requirements.
  • Lead infrastructure readiness assessments and operational commissioning for new training-related projects.
  • Identify, assess, and mitigate operational risks within site services by implementing proactive strategies, contingency plans, and continuous monitoring to minimize disruptions and ensure business continuity.
  • Prepare and manage the Site Services operational and capital budgets.
  • Monitor expenditures and optimize resource allocation for cost-effective operations.
  • Identify and secure funding opportunities for infrastructure development.
  • Participate in procurement of goods and services for site operations, including tendering, vendor selection, and contract negotiations, to ensure cost-effectiveness, transparency, and compliance with organizational policies.
  • Maintain a positive workplace culture emphasizing safety, teamwork, and continuous improvement.
  • Ensure all personnel receive appropriate training and certification to meet operational requirements.
  • Liaise with government and regulatory bodies as required regarding site services and operational matters.
  • Represent SACI in meetings, conferences, and community engagement activities.

You and Your Experience:

  • Bachelor’s Degree in Airport Management, Aviation Operations, Engineering, Business Administration, or a related field.
  • Preferred: Post-secondary diploma or degree in Aviation Management or Aerodrome Operations.
  • Additional Certifications:
    • Airport Manager certification (or ability to obtain within 6 months).
    • Safety Management System training.
    • Project Management Professional certification is considered an asset.
    • LEAN process improvement training preferred.
  • Minimum 8–10 years of progressive experience in airport operations, facilities management, or aviation infrastructure, with at least 5 years in a senior management role.
  • Demonstrated experience working within a Transport Canada–regulated airport environment.
  • Demonstrated success in planning and executing capital infrastructure projects.
  • Experience managing multi-disciplinary teams.
  • Strong background in safety, regulatory compliance, and emergency management.
  • Experience collaborating with military personnel, aviation training providers, or educational institutions is considered a strong asset.
  • In-depth knowledge of Canadian Aviation Regulations and Transport Canada Aerodrome Standards.
  • Strong understanding of airport safety protocols, security requirements, and operational procedures.
  • Excellent leadership, communication, and interpersonal skills.
  • Proficiency in budgeting, contract management, and project management.
  • Ability to manage competing priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite and airport operations software.

Project Manager

Our client, Southport Aerospace Centre Inc (SACI) is looking for a Project Manager to join their growing team. The Project Manager is responsible for overseeing capital and infrastructure projects that support the Future Aircraft Training (FAcT) contract at SACI. This position will lead to the delivery of both new and existing infrastructure initiatives, ensuring that projects are completed on time, within scope, and within budget, while aligning with regulatory requirements, operational needs, and organizational goals. Reporting to the Director, Development, the Project Manager will work closely with internal departments, external contractors, government stakeholders, and other partners to ensure all project objectives are met. As the Project Manager, you will: 

  • Responsible for the end-to-end management of FAcT capital projects by providing strategic oversight and coordination of third-party project delivery teams.
  • Oversee detailed project plans, including scope, timelines, milestones, resource allocation, and budgets.
  • Ensure design consultants, engineers, architects, and construction teams meet operational and contractual requirements.
  • Monitor project performance and progress, proactively identifying and addressing risks, delays, and budget variances.
  • Ensure all projects adhere to industry standards, regulatory codes, and environmental requirements.
  • Maintain regular communication with stakeholders, including government agencies, military representatives, contractors, and internal departments.
  • Prepare and present project updates, progress reports, and briefings for senior leadership and other stakeholders.
  • Foster strong relationships with partners and vendors to ensure effective collaboration.
  • Develop and manage project budgets, ensuring cost control and accurate forecasting.
  • Review and approve invoices, change orders, and contract amendments.
  • Ensure compliance with contractual obligations and funding agreements.
  • Establish and monitor quality control processes to ensure deliverables meet required specifications.
  • Ensure all projects are executed with a strong focus on safety and adherence to workplace health and safety legislation.
  • Conduct post-project evaluations to identify lessons learned and areas for improvement

You and Your Experience:

  • Bachelor's Degree in Project Management, Engineering, Architecture, Construction Management, or a related field (required).
  • PgMP (Program Management Professional) or PMP (Project Management Professional) certification required.
  • Additional certifications in construction safety, contract administration, or related disciplines (preferred).
  • Minimum 7–10 years of progressive project management experience in large-scale infrastructure or capital projects.
  • Demonstrated experience managing multi-million-dollar projects from planning through completion.
  • Experience working with government, military, or aviation-related infrastructure projects (preferred).
  • Proven track record in budget management, contract administration, and procurement processes.
  • Experience coordinating multi-disciplinary teams and managing multiple concurrent projects.
  • Strong leadership and team management abilities.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to analyze complex problems, develop practical solutions, and make effective decisions under pressure.
  • High attention to detail, organizational skills, and time management.
  • Proficiency in project management software (Microsoft (MS) Project, or equivalent), MS365 Office Suite, and CAD review tools.
  • Knowledge of applicable building codes, safety regulations, and environmental standards.

Assistant Manager, Recreation (Golf/Bowling)

Reporting to the Manager, Recreational Facilities, the Assistant Manager, Recreation (Golf/Bowling) oversees the daily operation of the Southport Golf Club Clubhouse, Southport Bowl, and The Approach Golf Simulator Lounge. This role involves assisting with site by:

  • Providing exceptional customer services to all members and patrons.
  • Participating in creation and achievement of all performance targets.
  • Assisting with budgeting for operational and capital requirements.
  • Recruiting, training and mentoring affiliated Recreation staff.

Duties & Responsibilities:

Southport Golf Club Clubhouse

  • In preparation for and during the golfing season, oversees the daily operation of the Southport Golf Club clubhouse including the management of seasonal staff, staff scheduling, kitchen management, catering coordination, inventory acquisition and tracking, and weekly financial reconciliations.
  • Provides leadership and supervision of part-time and full-time seasonal staff at the Clubhouse.
  • Coordinates and manages special events held at the Southport Golf Club – including correspondence with event hosts, procurement of event supplies, creating and following event coordination charters, budgets accordingly for events and tournaments.
  • Works with the Marketing Team and Manager, Recreation Facilities to develop marketing strategies for current and upcoming golf seasons and implements plans.
  • Manages golf membership and storage contracts.
  • Actively seeks out opportunities for scheduling special events at the Southport Golf Club by working with the Manager, Recreation Facilities and Southport Marketing team.
  • Provides administrative support, including but not limited to: Monthly golf newsletters, managing early bird golf membership sales, and invoicing and financial tracking.

Southport Bowl

  • Oversees the daily operation of Southport Bowl by working with scheduling and producing contracts for league bowling groups and non-profit organizations, staff supervision and training, materials and kiosk inventory management.
  • Works with the Manager, Recreation Facilities to maintain the Southport Bowl equipment and assets (preventative maintenance, development of Steltronic scoring system features, general cleaning, and oversight of operations.

Job Requirements:

  • Holds a certificate or degree in at least one of the following: Recreation Management, Event Coordination, Hospitality or Restaurant Management, or Creative Communications. Demonstrated experience may be considered in leu of certifications.
  • Demonstrates effective verbal and written communication skills necessary to relate to clients, staff, and the public.
  • Previous customer service experience.
  • Minimum one (1) year previous experience supervising staff, with demonstrated experience in conflict resolution, staff scheduling, and/or coaching staff to achieve individual growth.
  • Previous experience budgeting and reporting for fiscal purposes.
  • Previous experience event planning preferred.
  • Previous experience working within the Restaurant/Hospitality sector would be highly regarded.
  • The ability to take direction and work effectively both individually and as part of a team, with minimal supervision.
  • Proficient in Microsoft Office.
  • Strong organizational skills with the ability to multitask.
  • Excellent time management skills and the ability to prioritize work.
  • Must be of legal age to serve alcohol.
  • Attention to detail and problem-solving skills.
  • Desire for growth and learning.
